RCTC Toll System Design, Installation, Implementation, O&M

Assisted in establishing and maintaining the System Integrator’s Quality program for the 91 Express Lanes expansion project in California and ensured that all elements of the work complied with the requirements of contract documents. This included the final draft review of all documents required by the contract before submittal to the client, the review of all subcontractor submittals, and the performance of periodic documented audits to verify subcontractors followed contractual requirements. Ensured all toll system equipment performed satisfactorily for the purpose intended as specified in the contract documents, reviewed final draft plans, designs, and schedules before submittal to RCTC, the client. Raegan addressed non-conformities from internal and external audits, then created and followed up on pending Non-conformance, Preventative, and Corrective Action Requests. Oversaw and documented the testing phases of the toll system deployment.

Once the integration of the 91 Express Lanes was complete, Raegan assisted the program manager in helping customers (OCTA and RCTC) achieve all electronic toll collection, traffic operations, and customer service excellence through world-class operations and maintenance management. She scheduled, supervised, and assisted in preventative and corrective maintenance, installation, inspection, and integration of intelligent and emergency maintenance on traffic management systems. Her team installed, maintained, and repaired a variety of electronic systems in support of the 91 Express Lanes. Equipment technologies included servers, CCTV, PCs, Changeable Message Signs, UPS, generators, and handhelds.
