With over a decade of hands-on experience in tolling systems, intelligent transportation technologies, and complex infrastructure programs, I specialize in guiding public agencies and private partners through the full project lifecycle - from concept development and procurement to implementation, testing, and operations.

As a Toll Technology Consultant, I provide subject matter expertise and oversight to agencies like VDOT, RMTA, FTE, and ERC. My work focuses on innovative solutions that enhance operational efficiency, reduce infrastructure costs, and ensure system reliability.

My background spans major U.S. corridors, including the Golden Gate Bridge, I-64 Express Lanes, 91 Express Lanes, I-395, and others, plus DoD IT systems and Navy high-reliability maintenance leadership (two Navy Achievement Medals awarded). Holding an MBA and CACM certification, I blend technical depth with strategic business acumen to translate complex needs into actionable, risk-managed outcomes.

Roadside Toll System Design & Installation

Managed the installation project team and assisted in the development of plans required for the installation of toll collection systems on the I-15 Express Lanes Corridor and the South Bay Expressay (SR-125 Toll Road) in San Diego. Reviewed and assisted in the preparation of plans and specifications for constructability and construction schedules, as well as prepared, updated, and managed plans with sequence and activity durations, including procurement items.

Safety, Disaster Recovery, and Incident Management Program Update

Leading the update of a client's Safety, Disaster Recovery, and Incident Management program, focused on operational resilience and emergency preparedness to ensure the client's readiness for roadway incidents, severe weather, and security threats. Developing and implementing an Incident Command System (ICS) framework, scenario-specific SOPs, and a web-based incident tracking system to modernize response protocols. Collaborating with internal teams and external agencies to design role-based playbooks, conduct tabletop exercises, and validate procedures aligned with state DOT standards.

Virginia Statewide On-Call Toll Consultant

Manages tasks, quality, communication, and tracks progress for various task orders. Led the development of the Coleman Bridge AET RFP, toll canopy demolition white paper, toll system concept design, and traffic capacity analysis, and multiple structural analysis for sign structures being converted to toll gantries.

System Installation & Implementation Oversight

Played a key role in the Elizabeth River Crossing (ERC) relocation toll system refresh project. Conducted the review for critical documents related to ERC’s new roadside system. Provided oversight for system testing and assists in development of a comprehensive framework for an end-to-end system test.

West Virginia Department of Highways (WVDOH) Rural Strategy and Truck Stop Parking Projects

City & County of Denver Infrastructure Investment

Develop SOPs and templates, support grant writing, and improve grant compliance.

Texas DOT I-35 Captial Express Central Project

Develop SOPs and templates, support grant writing, identify funding, and improve grant compliance for the Community Grant Support Program.

Virginia Statewide Tolling Operations & Technical Support

Served as the on-site project manager, providing support to VDOT in the planning, design, procurement, and implementation of the I-64 Express Lanes tolling system. Worked with colleagues and VDOT to coordinate project activities, prepare materials and deliverables required for the project, and oversaw vendor testing, implementation activities, as well as verify and validate conformance with contractual requirements, including onsite inspections. Worked with both the client and vendors.

VDOT Roadside Toll System Installation

Provided installation management and technical support for the installation and integration of the 395 Express Lanes in Virginia. This work included the interpretation of project design plans, installation and testing of toll system components, and coordination with planners, other project managers, and support staff across multiple teams, departments, agencies, and offices.

Gordie Howe International Bridge (GHIB) Consultant Support

Provided technical support to the project team during the procurement phase of the toll collection design, engineering, and construction project. This includes the review of installation design drawings, Bill of Material (BOM), and oversight of the equipment/material procurement to ensure all elements comply with contract requirements.

RCTC Toll System Design, Installation, Implementation, O&M

Assisted in establishing and maintaining the System Integrator’s Quality program for the 91 Express Lanes expansion project in California and ensured that all elements of the work complied with the requirements of contract documents. This included the final draft review of all documents required by the contract before submittal to the client, the review of all subcontractor submittals, and the performance of periodic documented audits to verify subcontractors followed contractual requirements. Ensured all toll system equipment performed satisfactorily for the purpose intended as specified in the contract documents, reviewed final draft plans, designs, and schedules before submittal to RCTC, the client. Raegan addressed non-conformities from internal and external audits, then created and followed up on pending Non-conformance, Preventative, and Corrective Action Requests. Oversaw and documented the testing phases of the toll system deployment.

Once the integration of the 91 Express Lanes was complete, Raegan assisted the program manager in helping customers (OCTA and RCTC) achieve all electronic toll collection, traffic operations, and customer service excellence through world-class operations and maintenance management. She scheduled, supervised, and assisted in preventative and corrective maintenance, installation, inspection, and integration of intelligent and emergency maintenance on traffic management systems. Her team installed, maintained, and repaired a variety of electronic systems in support of the 91 Express Lanes. Equipment technologies included servers, CCTV, PCs, Changeable Message Signs, UPS, generators, and handhelds.

Washington DOT Roadside Toll System Installation & Implementation

Performed the installation and integration of the SR- 99 Tunnel Toll in Washington. This work included the interpretation of project design plans, installation and testing of toll system components, and coordination with planners, other project managers, and support staff across multiple teams, departments, agencies, and offices.

I-77 Mobility Partners Toll System Installation & Implementation

Performed the installation and integration of the I-77 Express Lanes in North Carolina. This work included the interpretation of project design plans, installation and testing of toll system components, and coordination with planners, other project managers, and support staff across multiple teams, departments, agencies, and offices.

ACTC Roadside Toll System Design & Installation

Managed the installation project team through installation and implementation and assisted in the developments of plans required for the installation of toll collection systems on the I-580 Express Lanes and I-680 Express Lanes in Alameda County. This included overseeing field operations, site safety, productivity, schedule, quality work, and trade contractor and supplier coordination and work in conjunction with the Project Manager.

Golden Gate Bridge Toll System Design, Installation, & Implementation

Performed the installation of toll system components on the Golden Gate Bridge in San Francisco, including reading system schematics and providing additional support to GGB facility personnel for computing equipment, installation, relocation, and repair. Performed testing of the toll collection system through physical inspection and electronic test and measurement equipment procedures once installation was complete.

Managed the installation project team through installation and implementation and assisted in the developments of plans required for the installation of toll collection systems on the SR-91 Express Lanes in both Riverside County and Orange County, as well as the I-15 Express Lanes in Riverside County. This included overseeing field operations, site safety, productivity, schedule, quality work, and trade contractor and supplier coordination and work in conjunction with the Project Manager.
